Public Comment Period:
This is the time for members of the public to present issues of concern or interest to the Board. All issues requiring further research will be forwarded to the appropriate staff for response at a later time. Each speaker will be limited to a maximum of three (3) minutes, and the format shall be limited to presentation only. The Board will not engage with any speaker during this Public Comment period. Personal attacks and disagreements, personnel and employment matters, the use of profanity or ethnic, racial or gender-oriented slurs are prohibited, as is any "disorderly conduct" which violates State or Local law and shall not be permitted. If an individual disregards these rules, they will be asked to leave the Commissioner's Meeting Room.

Facilities
Consideration and possible authorization of the Chair's signature on the second amendment to the Montrose County North Campus - Design, Architectural & Engineering Services Project, contract #2022-190, in an amount not to exceed $265,525.00 to Wold Architects and Engineers, as reviewed by Counsel. This contract amendment represents a change in the original scope of work, expanding services to include re-design, value engineering (VE) options, bidding and permitting services, including a time extension to December 31, 2024. This item represents an unbudgeted 2024 expense.
Human Services
Consideration and possible action on the annual Core Services Purchase of Services Agreement with Talk & Taste Pediatric Therapy, LLC for Life Skills, effective August 7, 2024 through May 31, 2025, as reviewed by Counsel; this represents a budgeted reimbursed expense, not covered by Medicaid, prices based on the services provided not to exceed available State funding.

Consideration and possible action on the Colorado Department of Human Services (CDHS) Core Services Program First of a Three Year Plan effective 07/01/24 through 06/30/25 as reviewed by Counsel; this represents a budgeted reimbursed expense not to exceed annual funding of $1,029,164.00.

Consideration and possible approval of the Chair's signature on an easement agreement with Qwest Corporation to grant a 10' wide, non-exclusive perpetual easement at the Justice Center Complex for installing, maintaining, upgrading and operating its communication facilities on property.

Consideration and possible authorization of the Chair's signature on the Concrete Slab Construction Project Contract with ConEx Company, LLC; effective August 7, 2024. For a not to exceed amount of $82,244.00; as reviewed by Counsel.

Consideration of acceptance and close-out of the Construction Contract for Installation of C.I.P. Class D Concrete for the Carnation Road & 5900 Road Box Culverts awarded to Con-Sy Inc., in the amount of $296,275.00 on December 6, 2023. Con-Sy Inc. completed the C.I.P Concrete Installation Project, located at Carnation Road and 5900 Road and based on final quantities; the actual cost was $456,922.59. Public notice of final payment has been published and no claims have been made. Upon acceptance of the project, retainage in the amount of $22,846.13 will be released to Con-Sy Inc. on Friday, August 9, 2024.

US Highway 50, Cimarron, Colorado, license #03-05359. All appropriate documents, reviews, inspection, background check and fees have been submitted pursuant to CRS 44-3-302. No concerns were reported by the Sheriff’s Office or the Planning Department.
